致力发展金融科技,新加坡再推两大革新措施

新加坡一直致力于成为东盟地区的金融科技中心,该国的进展也一直为全球所瞩目。一直以来,新加坡非常欢迎有想法、能够推动当地发展的外来人才,最近更是大力推进人工智能和机器学习,与全球金融科技中心步调一致。

在提高自己金融科技地位期间,新加坡的金融科技业几乎同时迎来两大重要措施:

1MAS终于发布通用二维码

鉴于新加坡市场和商店柜台上各种电子钱包相互竞争,新加坡金融管理局(MAS)宣布正式发布新加坡二维码(SGQR),将多个二维码组合成单个标签,结束了商家在柜台上展示各种二维码的混乱局面。

SGQR将被27家支付机制采用,包括PayNow、NETS、GrabPay、Liquid Pay和Singtel DASH,并将在接下来六个月内逐步完成部署。SGQR由MAS和信息通信媒体发展管理局(IMDA)合作开发,此外,新加坡和国际支付提供商将会组成特别小组,负责新加坡商家的SGQR实施。

支付时,用户需要扫描SGQR,查看自己首选的二维码支付方式是否出现在标签中。如果没有出现,支付方式与之前类似。

接下来六个月内,目前提供二维码支付的商家要把自己当前的二维码更换为单个SGQR标签。SGQR标签更换第一阶段将于9月下旬先从中央商务区的商家开始。

其间将会有一个过渡期,在商家尚未更换为SGQR标签的情况下,消费者可以像之前一样进行二维码支付。商家可联系自己的收单行了解对应的部署时间表。

2MAS将与IFC和东盟银行协会合作推出多国API

金融科技中心不可能只作为金融科技参与者在当地运行的开放场所,还应该是各地区金融科技发展聚集的中心地。出于这个目的,东盟金融创新网络(AFIN)宣布推出API交易所(APIX),一个面向金融机构的在线全球金融科技市场和沙盒平台。

该项目由东盟银行协会、国际金融公司(IFC)和MAS联合推出。

通过API,金融机构和金融科技公司能够在全球市场上互相联系,在金融行业的沙盒中开展协同实验,并采用应用编程接口(API)在亚太地区推动数字变革和金融包容。

由Virtusa领头、包括Fidor和Percipient的全球财团被选中负责开发和运营APIX。该财团将采用技术解决方案来支持从FI向API架构的转变,以及与市场上其他参与者的合作。

APIX平台将在今年11月份举行的新加坡金融科技节上公开。

Singaporehas aspirations towards becoming a fintech hub in the ASEAN region, and globaleyes have been raptly observing the island nation’s progress. Singapore is saidto be welcoming of outside talents if they have a good idea to elevate thelocal scene, and more recently has made a heavy push towards artificialintelligence and machine learning, which is in line with where the globalfintech scene is headed.

Ingearing up towards their fintech status, Singapore’s fintech has seen two majormoves almost concurrently:

1MASFinally Launches Their Universal QR Code

Sincethe clutter of competing e-wallets filling up the Singaporean market and storecountertops, Monetary Authority of Singapore (MAS) has announced the officiallaunch of the Singapore Quick Response Code (SGQR). It combines multiple QRcodes into one single label, freeing merchants from having to clutter theircounters with various displays.

SGQRwill be adopted by 27 payment schemes including PayNow, NETS, GrabPay, LiquidPay and Singtel DASH, and will be deployed progressively over the next sixmonths. Developed by MAS, and the Infocomm Media Development Authority (IMDA),there will be a task force made up of both Singapore and international paymentproviders who will be implementing SGQR for their Singapore merchants.

Topay, users would scan the SGQR, then see if their preferred QR payment methodappears in the label. Otherwise, payment methods remain similar.

Merchantsthat currently offer QR code payments will have their existing QR codesreplaced with a single SGQR label over the next six months. The first phase ofSGQR label replacement, starting with merchants in the Central BusinessDistrict, will be commencing in late September 2018.

Therewill be a transition period, in which consumers can make QR code payments asthey always have if the SGQR label isn’t available. Merchants can approachtheir acquirers to check on their deployment timetable.

2MASWill Unveil Its Multi-Nation API in Collaboration with IFC and ASEAN BankersAssociation

Afintech hub would not only be an open playground for fintech players to operatelocally, but also be a central place for fintech developments across the regionto congregate. With this in mind, the ASEAN Financial Innovation Network (AFIN)announced the launch of API Exchange (APIX), an online Global fintechMarketplace and Sandbox platform for financial institutions.

Thisproject is a collaborative effort between ASEAN Bankers Association, theInternantional Finance Corporation (IFC), and MAS.

TheAPI will allow financial institutions and fintech firms to connect to oneanother on a globally curated marketplace, collaborative experiments in asandbox among those n teh financial industry, and adoption of  Application Programming Interface (APIs) todrive digital transformation and financial inclusion in Asia-Pacific.

Aglobal consortium led by Virtusa, which includes Fidor and Percipient, has beenselected to develop and operate APIX. The consortium will apply tech solutionsto support the transition of FIs towards API architecture and collaborationwith other participants in the marketplace.

TheAPIX platform will be unveiled at the Singapore FinTech Festival in November2018.

SopnenduMohanty, Chief Fintech Officer of MAS commented that:
